Meta WhatsApp Pricing Explained: Marketing, Utility & Authentication Templates
A common source of confusion on a first Meta WhatsApp bill: older guides describe charges per 24-hour conversation, but that model has been retired. Since 1 July 2025, Meta charges per delivered template message. What determines the rate is the template's category and the country calling code of the person you are messaging.
The three template categories
Marketing templates are promotional: a sale announcement, a new product, a re-engagement nudge. Utility templates are transactional and tied to something the customer already agreed to, like an order confirmation, shipping update, or appointment reminder. Authentication templates deliver a one-time password or login code. Only template messages are charged. When a customer messages you first, that message is never charged.
| Category | Typical use | When Meta charges |
|---|---|---|
| Marketing | Promotions, offers | Every delivered message, always |
| Utility | Order/shipping updates | Outside an open customer service window |
| Authentication | OTP, login codes | Outside an open customer service window |
Why the category on your template matters
The category isn't something you choose freely when sending. It is assigned to the template during Meta's approval process, based on the template's actual content and intent. A template written like an order update but submitted under "marketing" (or vice versa) risks rejection or recategorization. Meta's rule is that whenever a template is used, you accept the charges for the category applied to it at that time, so it is worth reviewing the category on every approved template.
The cheapest message is the one the customer starts
When a customer messages you, a customer service window opens, and ordinary non-template replies inside it (text, images, and so on) are free. Utility templates sent inside that window are free too. Marketing templates are the exception: they are charged even inside an open window. A click-to-WhatsApp ad or a Page button goes further, opening a 72-hour free entry point window in which messages, templates included, are not charged.
Reading your actual invoice
Meta bills the WhatsApp Business Platform through Meta Business Suite, and its analytics break charged messages down by category and country. That is the data you need to see whether most of your spend is coming from marketing broadcasts, utility notifications, or authentication, and whether utility and authentication volume is high enough to reach Meta's lower volume tiers, which reset every month. If you are an eligible Indian business, note that Meta is moving billing to INR, with all accounts to be migrated by 31 December 2026.
